WASHINGTON, D.C. – The prospects for moving DME policy priorities forward in the 119th Congress were boosted by their inclusion among bills discussed in the January 8 House Energy & Commerce Health Subcommittee hearing.
AAHomecare president & CEO Tom Ryan testified in support of three DME priority bills at the session: H.R. 2005, DMEPOS Relief Act of 2025; H.R. 1703, Choices for Increased Mobility Act of 2025; and H.R. 2902, Supplemental Oxygen Access Reform (SOAR) Act of 2025. Ryan also took advantage of the opportunity to touch on significant problems with the next round of the Competitive Bidding Program for DME, especially the inclusion of ostomy products and urological supplies as well as continuous glucose monitors and insulin pumps.
Now, the effort to build support for these three House bills, along with Senate companion legislation, takes center stage. Establishing strong co-sponsor support for these bills is critical for their prospects to be approved by House and Senate committees of jurisdiction and to increase their chances to be added to an omnibus healthcare package this year.
Congress will be in session for 13 of the 16 weeks between now and the 2026 AAHomecare Washington Legislative Conference (May 13-14, 2026). This time frame provides a tremendous opportunity to build support and add co-sponsors to these bills in the run-up to the Conference – and to secure more co-sponsors in face-to-face lobbying sessions there.
Action Plan to Move these Bills Forward
- Solicit Congressional Support: We encourage every DME stakeholder to see if their representatives in the House and Senate are current co-sponsors of these priority bills – and, if not, to ask them to add their names to the legislation.

Looking Ahead: Legislation on Diabetes Products and Ostomy/Incontinence Supplies
AAHomecare’s policy team and industry stakeholders are working with Congressional supporters to develop legislation to delay the inclusion of continuous glucose monitors (CGMs), insulin pumps, ostomy products, and urological supplies in the upcoming Competitive Bidding round. We will be sharing details on how you can support these legislative initiatives soon.
