Choices for Increased Mobility Act Nears Finish Line

WASHINGTON, D.C. – H.R. 1703, the Choices for Increased Mobility Act, passed the U.S. Senate by unanimous consent on Sept. 30, clearing its final legislative hurdle. The bill now heads to the President for signature.

The legislation is budget neutral and was supported throughout the process by the DMEPOS industry and patient advocacy organizations, including the ITEM Coalition. It allows Medicare beneficiaries to access manual wheelchairs constructed with carbon fiber and titanium materials.

H.R. 1703 passed the U.S. House of Representatives by voice vote on July 20, 2026, following unanimous approval by the House Energy and Commerce Committee in May. Senate passage is the cumulation of more than six years of advocacy by AAHomecare, VGM, NCART, complex rehab technology (CRT) stakeholders, and patient advocacy partners.
